Overview

Director, Project Management role at Bixal. Lead the Head Start Information and Communications Services (HSICC) contract, oversee complex federal programs, and manage multi-disciplinary teams to deliver high-quality services to the Office of Head Start.

Role and responsibilities

  • Provide overall leadership, direction, and oversight for the HSICC contract, ensuring timely and successful delivery of all services and deliverables.
  • Serve as the primary liaison with the federal project officer and key stakeholders.
  • Manage a team of technical, communications, and operations staff, including direct supervision of senior leads.
  • Oversee contract budget, expenditures, and financial reporting, ensuring compliance with federal requirements.
  • Monitor performance, evaluate program outcomes, and implement process improvements to increase efficiency and impact.
  • Lead strategic planning, problem-solving, and risk management for the contract.
  • Build and maintain effective partnerships with federal clients, subcontractors, and community organizations.
  • Ensure all project communications, reports, and deliverables are accurate, on time, and aligned with client expectations.
  • Other relevant duties as assigned, as trained and qualified to perform.

Qualifications

  • Bachelors degree in Business Administration, Public Administration, Communications, or a related field (Masters degree preferred).
  • At least 10 years of experience in project or program management, with at least 5 years managing large-scale federal contracts.
  • Experience overseeing contracts of $20M+ in value, including budget management and compliance.
  • Strong leadership skills with experience supervising multi-disciplinary teams.
  • Proven track record in contract negotiation, proposal development, and client relationship management.
  • Excellent communication, presentation, and organizational skills.
  • Knowledge of Head Start programs, early childhood initiatives, or federal education/health programs strongly preferred.

Nice to Have

  • PMP or equivalent project management certification.
  • Experience with communications, IT services, and/or federal call center operations.
  • Ability to foster innovation, process improvement, and efficiency within complex program structures.
  • Collaborative mindset with the ability to build strong partnerships across diverse stakeholders.

Compensation and terms

The salary range for this role is $165,000 $175,000. Offers are typically near the midpoint, based on experience and internal equity. This is a full-time position contingent on contract award, with an initial one-year period and two one-year option periods. The role aligns with Bixals mission to deliver innovative, human-centered solutions.
