Job Title: Senior Contract Manager
Location: Tysons Corner, VA (Hybrid – 3 days in office)
Employment Type: Fulltime
Key Responsibilities:
Contract Management & Compliance
- Lead entire life-cycle of contract administration for federal contracts, including IDIQs, BPAs, task orders, and subcontract agreements.
- Review, analyze, and negotiate prime contracts, subcontracts, NDAs, and teaming agreements in alignment with FAR, DFARS, agency supplements, and company policy.
- Ensure compliance with all federal acquisition regulations and reporting requirements.
- Develop and maintain internal contract management processes, procedures, and templates tailored for a growing small business.
Strategic Leadership & Risk Management
- Advise executive leadership on contractual risks, obligations, and opportunities to protect and grow the business.
- Support capture and proposal teams by reviewing solicitation documents (RFPs/RFQs), identifying contractual risks, and preparing compliance matrices.
- Negotiate terms and conditions that balance client requirements with company interests.
- Establish best practices for contract lifecycle management, leveraging technology/tools for efficiency.
- Prepare and manage contract forecast.
Team Leadership
- Manage a team of contract professionals, ensuring high-quality deliverables, accountability, and performance.
- Mentor, train, and develop team members to build internal capability and support growth.
- Foster strong communication and collaboration between teams, ensuring seamless contract administration and compliance support.
Collaboration & Internal Support
- Partner with Finance, HR, Talent Acquisition, and Delivery teams to ensure alignment between contract terms, staffing, and financial objectives.
- Support pricing strategies, cost proposals, and subcontractor negotiations.
- Provide training and guidance to project managers and staff on contractual requirements.
- Serve as the primary point of contact for contracting officers, subcontractors, and partners on contractual matters.
Qualifications:
Required
- Bachelor's degree in Business, Finance, Law, or related field.
- 10+ years of progressive federal contracts and subcontract management experience, with at least 5 years in federal contracting.
- Demonstrated experience leading and managing contract professionals , including junior resources.
- Strong knowledge of Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), GSA (Department), and agency-specific acquisition regulations.
- Proven ability to manage and negotiate contracts for IT Services, professional services, or consulting engagements.
- Strong business acumen and ability to communicate effectively with executives, clients, and partners.
- Excellent oral and written communication skills.
- Strong organizational skills, attention to details and ability to meet strict timelines.
- Knowledge and experience using Microsoft applications including working with Excel, Word, PowerPoint.
- Demonstrated ability to work independently and manage the work of others.
- Familiarity with sources that inform on changes to laws and regulations, and ability to timely and accurately inform other managers of changes to contracts, laws and regulations.
- Knowledge of and ability to perform compliance reporting, including but not limited to subcontracting plans and reports, DMA and other audit responses, DCAA contract summary reports.
- Experience in administration of Federal Supply Schedule contracts, Institutional Funding Fee (IFF) administration, audit support, maintenance of certification and registration in SAM.
- Knowledge of legal implications and requirements of contract clauses including contract administration functions required to ensure compliance with contract documents and monitor subcontractor performance, negotiate necessary changes, and resolve issues.
- Experience ensuring efficient, effective and compliant performance during the entire contract lifecycle including interpretations of contractual requirements, risk mitigation and management, change management, and conflict resolution
Preferred:
- Master's degree or JD.
- CPCM, CFCM, or equivalent professional certification.
- Experience supporting GSA Schedules, GWACs, and other federal contract vehicles.
- Experience with Deltek Costpoint.
- Experience with small business federal contracting (8(a), SDB, SDVOSB, WOSB, or similar), where adaptability and cross-functional leadership are key.
- Experience with Other Transaction arrangements.
- Knowledge of and experience with Mentor Protégé programs.
- Experience in defining and negotiating intellectual property and data rights provisions.
- Knowledge of program management procedures.
- Knowledge of CMMI for Services, ISO 9001, 20000, 27001.
- Knowledge of OCI Restrictions and experience in developing mitigation strategies.
- Proven ability to work on pricing and ensuring proposals are compliant related to pricing.
