Job Description

POSITION SUMMARY

Under the leadership of the Director of Transportation, the position is responsible for ensuring the safe and economical usage of system-owned school buses and vans, planning, acquisition, maintenance, and repair scheduling, as well as staff oversight and assignment.

EDUCATION AND WORK EXPERIENCE


  • High School Diploma or equivalent required
  • Current CDL Class B License with P and S Endorsements
  • Minimum of five (5) years of related experience
  • Minimum of three (3) years of supervisory experience
  • Experience in supervising the servicing and repairing of vehicles and equipment in a commercial, industrial, or municipal environment, and supervisory responsibilities or equivalent experience required


QUALIFICATIONS
  • Excellent communication and human relations skills in situations that require a high degree of sensitivity, tact, and diplomacy
  • Excellent technical and organizational skills when using electronic record keeping and fleet management systems to manage fleet assets and monitor/report on statistical data
  • Proficient in the use of a computer with the ability to understand and administer a computerized client/server fleet management system and a computerized fuel management system.
  • Comprehensive knowledge of the principles and practices of fleet management, hazards and safety precautions of large-scale operations, business practices applicable to fleet management, budget and accounting principles and procedures, and preventive maintenance inspection methods and procedures
  • Comprehensive knowledge of existing and proposed state, local, and federal laws, regulations, rules, and standards affecting vehicle use, maintenance, inspection, and specifications
  • Expert ability to identify employee and stakeholders' concerns and address those matters appropriately and in a timely manner, establish effective working relationships, emphasize and demonstrate the departments goal of customer service in all aspects of work.


ESSENTIAL JOB FUNCTIONS
  • Provide guidance and oversight to the bus fleet and staff in support of the Office of Transportations mission and goals.
  • Assist the director in the development of policies and regulations
  • Provide leadership of the divisions school bus maintenance operation
  • Assist the director in providing oversight in disciplinary matters, performance monitoring, and policy enforcement
  • Work collaboratively with the Director to develop and establish policies relating to the acquisition, maintenance, and disposal of the school system's assets relating to transportation
  • Manage the fuel tax reimbursement program
  • Monitor overall compliance with local, state, and federal requirements relating to the operation, preventive maintenance, and special conditions of school buses and vans that may transport students
  • Prepare and justify budget submission,s including the use of temporary employees and overtime; work with the financial analyst to ensure resources are allocated to areas appropriate for the economical and efficient operation of the division's fleet needs
  • Develop specifications for use in purchasing standard fleet assets and major inventory items through the bid process
  • Assist the director in modifying school bus specifications for contracted services
  • Work with the director to determine replacement intervals and develop specifications for specialized fleet assets
  • Coordinate purchase of new fleet assets
  • Coordinate the sale of surplus fleet assets, ensuring all applicable regulations and procedures are followed in executing sales
  • Respond and/or dispatch service personnel to emergency situations during and after normal work hours when required
  • Coordinate and provide input concerning the yearly performance evaluation of assigned employees
  • Place timely work orders into the fleet management information. (School Dude); enter work orders, research work history, and follow up when appropriate
  • Provide a weekly summary report to the Director of Transportation regarding the status of the bus fleet and any changes in staffing
  • Provide responsive, high-quality service to school board employees, representatives of outside agencies, and members of the public by providing accurate, complete, and up-to-date information in a courteous, efficient, and timely manner
  • Participate as a member of interview committees, as requested
  • Perform related work as required

The environmental factors and/or physical requirements of this position include the following: While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, arm, hand, and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard. The employee frequently is required to sit, reach with hands and arms, talk, and hear.
